Look I've seen it popping up all over the internet, and I have to say, after reading the interview that Cliffy B, or whatever he wants to be called now, was just saying that he feels the next evolutionary step for a FPS, such as Gears of War is adding RPG elements. That's neither confirming or denying that it could happen.
Personally I could see maybe a sprinkling of RPG elements being introduced. Not on the characters but the weapons. Maybe some kind of leveling up or modification. Maybe even the armor you wear. I don't think that leveling up of the actual character would be a very wise move as you're going to be playing Marcus or Dom, who are war hardened veterans, if not before the series started, definitely now.
